Studying with a disability

This text is based on the brochure 'Studying with a functional limitation' of Wageningen University.
For foreign students who do not
qualify for a Dutch study grant only sections 1, 2, 5, 8 and 9 apply.


1. What is a functional limitation?
A functional limitation is either a temporary or chronic disorder which hampers the student in participating in education and / or taking interim examinations. The most common functional limitation in higher education is Dyslexia. Students who believe they qualify for one of the following regulations may contact a dean for students. (See section 9 for addresses).


2. Counselling and Supervision
Students with a functional limitation have a right to specialised supervision by the Student Counselling and Health Service and the study advisors.

Students with a functional limitation can contact the following persons or groups for special services, information and counselling:
>The student deans provide information with regard to regulations on functional limitations and help with their implementation. They can also arrange for the provision of special materials and facilities.
> The student physician or student deans can provide an urgency declaration for the Housing Foundation Idealis.
> Study advisors can help students by providing modified scheduling and other kinds of assistance
> For advice and declarations on learning disorders (e.g. dyslexia) students can contact a student psychologist.

At Wageningen University, there is a Committee for Facilities for Individuals with a Functional Limitation (Dutch abbreviation: WVG), which consists of students and staff. This committee promotes the interests of WUR­students and staff with a functional limitation or chronic illness, especially with regard to policy aspects. (contact via deanforstudents@wur.nl).
Also the national foundation Handicap + Study supports students and staff via information and training.


3. Dutch study grant
For students with a functional limitation who receive a Dutch study grant from DUO/ IB-group there are a number of special regulations:
> one year extra study grant
> extension of the 10 years diploma deadline
> no debt when you are not able to get your diploma
> new study grant for a more suitable study.
To make use of these regulations, students should contact the student deans as well as student physician or student


4. Student Financial Support Regulation
Students with a Dutch study grant from IB-group who have study delay due to illness or a functional limitation may qualify for financial assistance under the Student Financial Support Regulation (‘FOS regeling’) of Wageningen University if the regulations of IB-group do not cover the compensation. The situation must be reported to the Student Counseling Service within two months after te start of the delay.


5. Participating in education and interim examinations  
Based on the Equal Treatment Act, a student with a functional limitation may request special facilities that are required to participate in education and to take interim examinations. Students with a functional limitation are offered a reasonable opportunity to take interim examinations which are adapted as much as possible to their circumstances.

Special facilities are tailor-made to the personal situation.
Necessity, effectiveness and reason are key criteria.
An information brochure is made for students and staff in order to give some idea of what facilities might fit to a certain type of limitation. 

Students who require special facilities in order to participate in education or take interim examinations are advised to contact the Deans for Students. They may ask advice from the student physician or -psychologist. With approval of the Examining Board they can provide a message which can be used to inform lecturers and examinators. The most comon provision is 25% extra time for interim examinations. (see also chapter 11 of the student charter)


6. Reimbursements for technical study aids or support
The costs of aids and support which facilitate disabled students to participate in education may be reimbursed via the UWV (Employees Insurance Administration Office) and in some cases via the health insurance. If a request is not granted, then special private or WU funds may be approached. The student dean can mediate, if necessary.


7. Wajong Grant
A student qualifies for the Wajong Act (facilities for disabled young people act) if he or she is disabled on the day that he/she reaches the age of 17, or becomes disabled after he/she has reached the age of 17 and studied for at least six months during the previous year. There is no age limit to the grant.

It is possible to have a Wajong grant in addition to a study grant. DUO / IB-groep views the Wajong as an extra income. If the DUO limit of extra income is exceeded, the student no longer receives study financing during the relevant academic year. If there is a risk that the income limit will be exceeded, the student should stop his or her study financing (incl. public transportation pass) for the rest of the year.

A Wajong grant must be requested from the UWV (www.uwv.nl). If the application is done after 2009 you get 25% of the relevant amount as long as you are student.


8. Meetings

Do you have a disability (e.g. dyslexia, handicap or chronic illness)? Then come to the information evening on September 21, to discuss with fellow students and counsellors how to deal with it in your study and how to arrange support. You can exchange experiences and get to know other students with a disability.

The WU Powerplatform is a group of students with a disability that organises meetings almost every few months. They also give feedback via the WVG committee and Student council and information to fellow students.
