In May 2004, Pakistan’s Higher Education Commission (HEC) included the Netherlands as one of the countries of destination for the Overseas Scholarship Scheme for PhD in Selected Fields. The aim of the programme is to rapidly improve Pakistan’s national research capacity. The Pakistan government has committed itself to this objective and has released the necessary funding.
In January 2007, the Higher Education Commission of Pakistan started Phase II of its Overseas Scholarship for PhD in selected fields. The aim of Phase II is to award scholarships to 2,000 candidates. Scholarship recipients will follow PhD programmes in a partner country in the following disciplines: engineering and technology, life sciences, physical sciences, social sciences, business education, arts and humanities. The preferred countries are the UK, Australia, USA, China, France, Austria, Germany, the Netherlands and Sweden.
