The Dutch government has presented the bill 'Raise of Tuition Fee for Students who study too long' ('Langstuderen') to the Parliament. This bill has passed in July 2011 and legislation will be effective as of September 2011.

The legislation includes:

as of the academic year 2011-2012 the statutory tuition fee will consist of a base rate statutory tuition fee and a premium rate statutory tuition fee
a student is entitled to the statutory tuition fee when he meets the nationality requirement, the address requirement and the degree requirement.
the student pays the base rate when he also fulfils the study duration requirement and therefore does not study too long.
the student has to pay the premium rate when he does not fulfil the study duration requirement and has studied too many years.

Furthermore it has been decided that:

in 2011/2012 there will be no difference between the base rate and the premium rate (= € 1,713.-)
in 2012/2013 the premium rate will be: € 4,834.-.
