The development and application of agrobiotechnology, and of transgenic crops in particular, has important implications for the organization of research, the economics of agricultural production, and consumer welfare. Until now, one of the major problems in the economics of transgenic crops is the ex-ante assessment of the benefits and costs and the potential impact on the environment. The nature of the problem demands analytical methods that have been developed only recently. The incorporation of irreversibility and uncertainty of potential costs and benefits allows researchers to recognize the risks associated with the release of transgenic crops into the environment at the theoretical level. Less is known about the quantitative impact of transgenic crops on the environment. This workshop will exchange and provide information about expected costs and benefits of a release of transgenic crops at farm level in the European Union. Special emphasis will be paid to the environmental benefits and costs, the uncertainties of such an economic assessment, and the impact of EU regulations. The results of the interdisciplinary workshop will provide information about the potential economic implications of releasing transgenic crops in the EU, and indicate how EU regulatory policies will affect those costs and benefits.
