The visual landscape is an important contributor to quality of life. In order to protect or enhance the visual landscape, changes in the visual landscape should be given explicit attention in landscape planning and policy making. The developments of GIS and high resolution geo-data make it feasible to simulate peoples’ perception of landscapes with visibility measurements. In my research I took advantage of these developments by creating a procedure to assess landscape openness. The openness is estimated by calculating the visible space based on terrain height, landscape elements, modes of perception and visual limitations. By conducting a field experiment I tested how well various variables, derived from the visible space, corresponded with perceived landscape openness. I found that the average line of sight explains most of the variation of openness. Finally, as a result of an evaluation workshop, the procedure appeared to be useful to policy makers.
