GLOBALGAP is a private sector organisation which sets voluntary standards for the certification of agricultural products around the globe, with respect to food safety and sustainability among others.

LEI Wageningen UR studied the national benchmark process in four countries (Chile, Kenya, Malaysia and Mexico). In this process, certification of food was compared with GLOBALGAP standards, the intention being that national and international standards produce the same results.
 
The study shows that government-led initiatives are part of sector-wide policy, including legislation, while quality systems from the private sector focus more on alignment with international standards. In Chile and Mexico, the GAP programmes are developed from the bottom up by big producers and then supported by the government. In Kenya and Malaysia, the initiatives specifically target small farms.
