Strong coordination and clear delegation of tasks are keys to successful implementation of Natura 2000, according to a study just completed by Alterra Wageningen UR in collaboration with Belgium’s Research Institute for Nature and Forest (INBO) and the UK’s Centre for Ecology and Hydrology (CEH). The study compared EU member states on a number of aspects of the Natura 2000 implementation process. The European Commission engaged the institutes to conduct the study. Alterra researcher Rob van Apeldoorn summed up the factors found to underlie successful Natura 2000 implementation in six words: “coordination, delegation, integration, facilitation, information and communication”.
What should we be focusing on in the Netherlands? According to Van Apeldoorn, “In countries where the process is advancing reasonably smoothly, strong coordination and delegation in the introduction process are probably most notable. This is often accompanied by lower governments and other stakeholders, such as owners and users, that are not only involved in the areas, but also feel responsible for them. Another important factor is clear decision-making by governments that are straightforward about their role and that take an active stance in the process. They appear to stimulate contributions of other stakeholders to the process and the search for – and finding of – solutions for emerging (management) problems. Finally, and not least, good communication by federal agencies on Natura 2000 is crucial, and for the local Natura 2000 areas, the same is true for the regional governments.”
In countries where these conditions are in place, we tend to find not only management plans that are supported by all stakeholders, but also greater economic benefit to the area. Natura 2000 then becomes a contributor to strengthening the regional economy. Examples are the provision of new sources of financing for an area, improvements in production or markets for regional products and delicacies, emergence of new products or cultivars, and counteracting unemployment and depopulation of rural areas.
