In August LEI, part of Wageningen UR, researcher Jan Buurma attended the International Horticultural Congress in Lisbon. He presented a paper on his research within the EU network ENDURE on the role of NGOs and supermarket companies in enforcing compliance with Maximum Residue Limits in vegetables and fruits.
The supermarket companies were afraid that NGO campaigns would develop into consumer strikes and take over the supervision on compliance with MRL requirements from the government. This institutional change can be explained from shifts in power relations between consumers/citizens and producers. The conclusion was that market researchers and economists should include societal concerns and power relations when developing strategies and management tools.
