This study compiles and analyses information on international as well as EU trade flows; it considers the tariffs applied in trade in fisheries with a particular focus on tariff protection maintained by the EU. Against this backdrop the current state of the ongoing multilateral and bilateral trade negotiations is described and analysed with regards to their possible impact on the EU fisheries and aquaculture sectors. Regarding negotiations within the WTO framework the focus is on NAMA (Non-agricultural market assess) and fisheries subsidies. The use of trade defense instruments by the EU is also put in the context of possible amendments to the ADA (Anti-Dumping Agreement) as well as WTO case law.
This study was requested by the European Parliament's Committee on Committee on Fisheries. The authors are: Jos Smit, Rik Beukers (LEI) and Miriam Dross, Hendrik Acker, Norma Schönherr (Öko-Institut).
